Climate Policy without relevant information will not lead to
CO2 reductions.


Comments by Donn Walklet regarding the use of earth observation technology to facilitate new green policies affecting CO2 emissions and carbon sequestration:  

"Conservation and improved energy efficiency, although noble and worthwhile, will not substantially reduce the existing volumes of CO2 in the atmosphere.  Policy makers need to focus on techniques and technology to decrease the loss of carbon sequestering vegetation on a world-wide scale.

Undocumented loss of forested land globally is an ongoing and highly detrimental element in the increase in greenhouse gases – e.g., failure to quantify and monetize depleted global timber resources in a standardized manner accepted as accurate and replicable removes financial incentives for their protection.  

Remote sensing using LiDAR and multispectral sensors as well as digital mapping can create a global database of biomass which will represent a baseline and annual “change detection” source of information necessary to implement climate change policy.  Methodically implementing the above methods would provide the necessary financial incentives to prudently promote reforestation in appropriate areas of the world where deforestation has occurred.  

The technology and know-how are “on the shelf” and simply require systematic implementation.
